The investment purpose of the central state-owned enterprises (SOEs) is to carry out policy mission. Non-central SOEs and private enterprises are to expand their markets and access to advanced technology On industrial choices, the central SOEs are to focus on mining. Non-central SOEs and private enterprises are concentrated in the services and manufacturing sectors. As for entry mode, the central SOEs invest in the mining industry. Non-central SOEs and private enterprises invest the construction industry. China's OFDI in the current stage is different from the past in developed and developing countries’ investment patterns.
