Mobile Internet devices hardware are getting more sophisticated, all kinds of small and handy software applications have emerged. Additional applications of Smartphone, along with the system of information and service quality, attempt to seize the traditional PC market in life entertainment, advertising and marketing, news messages, etc., with innovative services and fast convenient user interface. In order to extend the range of serving the public, Government departments are actively involved in the development of mobile applications, in the hope of using advanced technology, through transparency and real-time information, to attract more people to participate in government-driven policies. HE, CYUAN-DE said “The integration of emerging technologies and innovative applications in action, cloud, and social networks, brings government services new thinking – ‘Moved people and create value’, such as active service, mobile service, full service, and the service with ‘I’ centric.” Nevertheless, during the process of striving to develop government mobile application services, public information services meets negative opinions about the true value of government Apps. The majority of Apps published by the central government, ample funding, and the variety of citizens they can serve are the facts that local governments can’t catch up. E-government Mobile Service Portal integrates the available App services from each level of government organizations, but are Apps launched in compliance with the needs of people or is it a waste of public treasury to pursue high-tech fashion? Therefore, this study has used the UTAUT theory with quantitative analysis to explore citizens’ willingness of downloading government Apps, used qualitative analysis to figure out the key factors affecting government Apps users, and interviewed Apps maintenance personnel of government department and the people using government service, in order to examine innovative services and make some recommends for government Mobile Services that might improve overall performance in the future.
