Looking back on year 1949, the contrast of political ideological beliefs between KMT and Chinese Communist Party has caused political split between the two parties and Chinese Civil War; other than the sixth year of political antagonism, there were also occurrences of military crisis and conflict. President Ma Ying-Jeou has been progressively improved the cross-strait relation since his inauguration on May 20th, 2008; he advocates the development of cross-strait relation based on the principle of “No unification, No Independence, No Military action” and principles established in “The 1992 Consensus”. In recent years, the atmosphere of reconciliation has built up as the cross-strait trading intensified; however, Taiwan is still not yet relieved from the pressure of Chinese military threat. This study is going to use the method of historical approach and literature analysis to observe the experience of Confidence-Building Measures development in Europe during Cold War and Asia in recent year; combined with the consideration of current international condition and examination of Taiwan and China attitude towards the idea of cross-strait Confidence-Building Measures to further discuss and study the factors that stimulate the establishment of cross-strait Military Confidence-Building Measures. 張五岳 2014 學位論文 ; thesis 52 zh-TW
