From cultural and history investigation, spatial reinvention at the beginning, to the “Intervention of Art into public space” project in 2007, these were all projects conducted in hope to vitalize the community building. Many practical experiences and reflections of the “Art into Public Space” project as relevant literatures have been accumulated all over Taiwan. These analyses, however, focused more on the relationship between art and space, community groups, or society. Few literatures have been devoted to the relationship between “art and community building”. There is uniqueness to community building that makes it different from others. This paper attempts to adopt a general perspective to revisit this relationship to shed light on the condition and impact of the process of cooperation and coordination between the two. This research begins with the contextual development paths of art and community building, and the direction of the eventual merge. For community building, the community cooperation policy impacted the allocation of resources. Thus its condition can be understood through the policy development. For art, it can be understood through important incidents and art critiques. For the interaction of art and community, we may analyze through policy implementation and its result, related books and publications and important incidents, as well as Tai-shin Art Award and mainstream art circle as analytic texts. Through the traces of these contexts, we’ll also focus on several key issues like the different conditions of “art intervening/participating community”, the different level of participation as a process, or how “art” and “community building” both have a vagueness of boundary, and the two factors both have contradictory purposes. The discussions of these issues also bring out the reciprocal influence of art and community interaction. We’ll pick several usual positive and negative impacts. Low threshold for entrance, lively participation, ease of multidisciplinary cooperation, broadening perspective, reflection of the self and cooperation are all part of the positive impacts. Art and community building become unsubstantial jargons, community building becomes help group-like, classification of art, lack of sustainable management, subject to government or market, discourse over practice, and utilizations are all part of the negative impacts. In the end, this research attempts to bring out a new Relative Adjective: “In”. I hope I can describe the condition of relationship between art and community with more substantial meaning with its diversity.
