The research method involved survey questionnaire. In order to complete the questionnaire, five foreign students’ points of view were collected. Then, literature concerning a good teacher’s characteristics was reviewed. After expert’s evaluation, the questionnaire was revised. Chinese learners of the Chinese language center and who lived abroad were the research participants. They were encouraged to complete the questionnaires. 238 valid questionnaires were collected. After the collection of the questionnaires, they were coded for statistical analysis. The statistical software package SPSS 14.0 for Windows was used for data analysis. By means of average and standard deviation, the most important Mandarin teachers’ teaching characteristics were obtained. A t-test and one way analysis of variance (one-way ANOVA) were performed to gain the significant differences of good Mandarin Teachers’ teaching characteristics form different Chinese learners’ points of view. The major findings are as follows: the most important Mandarin teachers’ teaching characteristics were their teaching ability and their cross-cultural competence. Mandarin teacher’s teaching ability was over-evaluated by female Chinese learners, Southeast Asia Chinese learners and elementary level Chinese learners. Also, female Chinese learners paid more significant attention to teacher’s cross-cultural competence and classroom management ability. Besides, elementary level Chinese learners also cared about Mandarin teacher’s English ability significantly. The results of this study may help Mandarin teachers to set up their teaching strategies and staffs of Chinese language center to adjust their program management. For future study, it was suggested to expand the study scope. For example, new female residents in Taiwan can be included as research participants.
