It is assumed that the existing obnoxious facilities is fixed and given. The new obnoxious facilities should be located and vehicle routing plan for hazardous materials will be arranged. A mathematic model is developed to minimize the total costs which include the transportation cost, the cost of disaster risk, and the air pollution cost for the obnoxious facilities. This research proposes an integrated solution algorithm which combines the simulated annealing algorithm and tabu search. The tabu search is used to improve vehicle routing and the simulated annealing algorithm is designed for improvement of facility location.
