There have been different kinds of solutions and measures proposed to improve building energy efficiency. In 2012 and 2013, National Yunlin University of Science and Technology (YunTech) consumed respectively 20,039,200 and 19,338,400 kilowatts per hour in total (NT$58,276,071 and NT$59,639,992 in utility bills). Due to the efforts of YunTech to promote energy conservation on campus, its power consumption has shown a continuous decrease. However, due to the increasing unit price of electricity, its utility bills are still on the rise instead. How to further cut down its overall power consumption is an urgent task for YunTech. According to many existing studies, using energy efficient lights can help to reduce power consumption; nevertheless, it is also very important to evaluate existing lighting deployment and usage to find out and eliminate unnecessary waste of power consumption before switching to energy efficient lights. In a university like YunTech, there are a large number of ordinary classrooms, which account for a very large portion of its total power consumption. Therefore, through better control of the power consumption in ordinary classrooms, the overall power consumption of a university or a college can be further lowered. In this research, the classroom EB506 of the Engineering Building 5 in YunTech is used as a site for simulation of several scenarios in which different usage combinations of the existing facilities in the classroom are used (without any investment of resource or cost). In the scenarios, the user perception and power consumption is measured and compared to find out which scenario is the most energy efficient without compromising user comfort. According to the experiment results in this study, Scenario 12 (292W) is more energy efficient than Scenario 10 (400W) while its user satisfaction score is only one point lower than that of the latter. If the measures for lighting in Scenario 12 are used for a month, totally 15.50 kilowatts (44%), i.e. NT$44.17, can be saved on lighting for the classroom while the illuminance can be improved from 341.02 lux to 552.11 lux. In addition, with all the measures for air conditioning in Scenario 12 such as closing the door right after one enters or exits and setting the temperature at 26~28℃, 89.08 kilowatts per hour (45%), i.e. NT$ 253.88, can be saved on air conditioning in one month. Last but not least, with the other measures for the other facilities in Scenario 12 such as unplugging those electrical equipment/facilities not in use and using notebook No.8 that is more energy efficient first in class, 12.16 kilowatts per hour (40%), i.e. NT$ 34.62, can be saved on average in one month. With all the measures of Scenario 12 implemented, totally NT$332.67 (43%) can be saved on average in month and nearly NT$4,000 in one year for EB506. In addition, most of the interviewed users agree that (1) more energy efficient lights can be used to reduce power consumption; (2) natural light and lighting can be used jointly during daytime to reduce power consumption; and (3) lights close to the window can be turned off when there is sufficient daylight in order to reduce power consumption.
