In this paper, when considering factors may expect turnkey project risk management assessment decisions are documented in the plant from the existing literature, analysis to identify the key factors through multi-criteria decision analysis method-level program, the criteria for assessing the relative whole room heavy to build fab plant assessment of risk management decision criteria to assess the model will help to improve the market competitiveness of semiconductor manufacturers. Questionnaire object is Semiconductor fab plant construction or procurement persponnels, valid questionnaires is 20. After this study, the survey found that summed up the conclusions. Include: 1 The decision criteria for risk management of fab construction Including "Construction cost risk," "The quality risk for contractor ", "professional construction management performance risk," "project nature of the risk," "selection mechanism for risk", "the risk for owners attitude", "legal system risk."and the seven dimensions and 35 evaluation indicators; 2. The weights in decision criteria for risk management of fab construction The sequence arrangement of "Construction cost risk,", the weight value of 0.198, rank as 1; "The quality risk for contractor ", the weight value of 0.188, rank as 2 ; "professional construction management performance risk,", the weight value of 0.146, rank as 3; "project nature of the risk,"of the weight value of 0.133, rank as 4 ; "selection mechanism for risk" , the weight value of 0.121, rank as 5 ; "the risk for owners attitude", , the weight value of 0.109, rank as 6 ; "legal system risk." , the weight value of 0.105, rank as 7.
