| Summary: | 碩士 === 國立雲林科技大學 === 科技法律研究所 === 103 === Because of the lack of energy, the awareness of environmental protection would become an important consideration in promoting energy. Without the nuclear energy, how to develop the energy which is safe and efficiency already became the goal in each country in the view of globalization, including Taiwan. The EU is good at the renewable energy, especially offshore Wind Power, and because each member state has different natural environments, the focus renewable energy are diversity to adjust to their environment. The EU issue the directive on the promotion of the use of energy from renewable sources (2009/28/EC), based on 2009 previous experience as the core directive for integrating the goal in the European Union’s renewable energy.
This research would focus the development of renewable energy in recent years, and research the directive about the offshores wind power in the EU. And this research would introduce the country which has the excellent experience of development to learn, and discuss how to success to develop the offshores wind energy, and to copy for Taiwan. After that, this research would discuss the regulation about the offshore wind power in Taiwan. Hope the research would bring the new ideas and experience from the EU member states to improve the offshore wind energy in Taiwan.
To sum up, it is the key to solve, find out the question about the offshore wind power in Taiwan, by the EU’s experience of development. Based on the regulation of EU, put forward the suggestion to overcome the difficulties in Taiwan. Hope this research could help the establishing about the regulation and law in the future in Taiwan
