War will pay more toll than before with the technological advancement and increasing wealth gained over the years. Thus, mainland China and Taiwan must come together as one for the promotion of peace, thereby making the confidence-building measures (CBMs) between both parties an increasingly significant agenda. There are three parts to this article; the first will be about the origins and theoretical basis of CBMs and the enforcement of CBMs between these two countries, with the aim to provide a preliminary understanding of CBMs amongst mainland China and Taiwan. For the second part, the time span of the present article will be based on that of Taiwan, spanning from the era of Lee Deng-Hui to Chen Shui-Bian and Ma Ying-Jiu. This part will focus on the opportunities and dilemmas rooting from communication between mainland China and Taiwan. This waxing and waning relationship between mainland China and Taiwan collaterally affected the establishment of CBM between them. It is undeniable that the mutual distrust existing amongst them is the culprit to blame, and not the willingness of any party to play their role in the enforcement of CBM. There will still be a while until the execution of these measures. Finally, the last part of the article deals with the challenges encountered regarding the establishment of CBMs, and also different approaches to which these measures can be established. Based on the current circumstances of both parties and the possible variables in the future, the present article also aims to point out the problems within, and suggest corresponding solutions to them in the hope of shedding some light on the research of CBMs between mainland China and Taiwan.
