Since year 2011, the Economic Development Department of Tainan City Government invested the city's resources and gathered relevant organizations to initiate the Tainan Business Consultation Service Plan in order to creating a better environment for local business sectors to grow. The plan has brought benefits and gained positive feedbacks from all the business sectors. The positive effect of the plan is getting more influential.
One of the 2014 Tainan Business Consultation Service Plan was to produce a video to document the business sectors of Tainan city. The video was named "Tainan Cultural Arts Video". The main topic addressed in the video was "marketing through storytelling" and "digital content". Based on the terms given by the Tainan City Government, it was required to produce a minimum of 2 videos with among one video lasting around 2 minutes for each of the 15 business sectors. The video production was conducted via using work-breakdown structure (WBS) in project management. The author of this report as the project manager must find out trade off of project scope, schedule and cost to make project successful. This plan finally brought a great marketing benefit for local business sectors. This plan emphasized on both theory and practicality, and successfully achieved the goals of assisting the development of Tainan business districts.
