Networks are outgrowths until racial stereotypes and old culture superiorities are destroyed. Most of people in the world are drowning in information age that full of technologies. However, people still reach out for quality of life that is integrated by many factors such as infrastructure, healthcare, stability, environment, culture, education and facility. Build Livable Cities become one of government policies in every country. It is an important factor propels economic growth. As Tourism Authority of Thailand has allocated center of foreigners care while the Kaohsiung government are creating livable city such as facilities. Both of them have different factors and different transformations. This paper describes about Livable Cites by the case studies of Kaohsiung Taiwan and Chiang Mai Thailand. Moreover, there is comparison of various factors and research about how to create cites to Livable cities divided by duration. In this paper argues that not only people stereotype of people each countries and culture but also environment are the main reasons for the livable cities. Furthermore, Kaohsiung is creative city and Chiang Mai is natural city.
