As time goes by, some business districts continue to survive using particular modes of management. In order to achieve sustainable development, businesses have to enhance both their ability to self-manage and their competitiveness. This study aims to identify the key antecedents to success for a business district in Taiwan, and examines three dimensions (service quality, store image, customer loyalty) and fifteen factors. The subject of the study is Tian-Jin Road business district, the main apparel district in Taichung. A quantitative approach was adopted. Questionnaires were distributed to local businesses and the data was analyzed using three methods: reliability analysis, descriptive statistics and simple linear regression analysis. The results show that “willingness of service” obtains the highest value and “service quality” is the most influential dimension affecting annual revenue. Finally, the study provides this gradually declining business district with a new direction and suggestions on how to create a new look.
