Also, in the same time, in a long time that most of people are careless driving, violating traffic regulation, and lack of the driving courtesy. Both of the reasons will led to the increase of traffic accidents. According to the Ministry of Transportation and Communications (MOTC) R.O.C., in 2013 the total traffic accidents were totally 278,388 accidents, 1,928 deaths and 373,568 injuries. The ratio is 126.80 persons per 10,000 vehicles. These statistics clearly indicated the traffic accidents not only led to damage to families, lives and properties, but also is a heavy cost to the entire sociality. The literature review shows that major studies had focused on the fatalities and injuries basing on the traffic accident data from the police department, and which did not reveal the traffic accident responsibilities. This study firstly retrieved database possessed by Taichung City Traffic Accident Authentication Committee (Taichung TAAC) from year 2011 to 2013 to analyze the characteristics and relationships between traffic accident fatality and responsibilities. Especial, this study focuses on motorcycle accident, elder-driver accident and drunk-driver accident. Then Logistic Regression mode is used to analyze the relationship between variables and fatality, and the relationship between variables and traffic accident responsibilities. Furthermore, the relationship between traffic accident fatality and traffic accident responsibility is explored. The result indicated that, overall, the one with more responsibilities in a traffic accident is often having higher percentage of injury or death. In model five 「car and car collision」 and 「motorcycle and motorcycle collision」, these two modes also show that the higher traffic accident responsibility will result the higher traffic accident fatality. This study also proposed 3E improving strategies such as Engineering, Education, and Enforcement for the motorcycles, elder-drivers and drunk-drivers.
