This research studied the swimming instruction implementation and administrative policies of Xinzhuang elementary School without swimming pool in New Taipei City.This research used literature review and semi-structured interviews twelve teachers,including section chief of physical education、director of the offices and swimming instructors to understand the swimming instruction implementation and administrative policies of Xinzhuang elementary School without swimming pool in New Taipei City. Through literature review,data Collection and interview analization and conclusions were drawn,conclusions are listed as follows: 1. Main implementations of swimming instruction:schools without swimming pools should plan swimming instructions according actual needs,such as transportation,lesson duration,students’ability grouping;actual instruction time was 40 minutes;in implementing remedial instruction in elementary schools without swimming pools is difficult,the swimming instructors believe it was hard to implement due to lack of swimming pools and instruction hours. 2. Main administrative policies:the Physical Education Section in the Student Affairs Division was the main organizaing personnel,the rest of the teammates assisted in implementation;there were no specific implementation guidelines and plans;the school’s administrative office,Physical Education Section,was in charge of budget aoolication and planning. 3. Main problems in implementation:facility,policies,curriculum planning,swimming instructors’qualification,and other causes. 4. Future expectation in swimming instruction:swimming instruction started from third grade;minimized participating students,adjust teacher–student ratio;swimming instructors mandated to participate professional development;adjustment of swimming examination methods and awarding policies.
