An integral urban development that exchange or merging as original relative location and then order after cutting off the offset-expenditure land for public facilities、structure expense、withholding structure expense and loan interest which enforced by local law. An urban development strategy is to distribute land back to owner after transformed into orderliness. Theoretically, urban land consolation that help promoting land applications、urban development、living quality, create job opportunities、deliberate popularity growth、integrate fragmentary land and implement urban land policy;Practically, observing readjusting case – how committee member come and go, usually gives clues on status of different individuals. The qualification of committee member, in formal regulation is the owner of land, in other situation, informal member who own partial property right. What they are seeking is to solve ownership of superficies、common dispute、eliminating fragmental land or tear down illegal building ; like increasing building bulk、land value、investment profit、getting offset-expenditure land;or selling to other urban land organization, increasingly decrease the number of land owner, integrate as large land ownership. Combine everything above, this research focus on forming of state land committee, like original landlord、structure consultant、investors、builders、civil service and real estate dealership. The individual economic status / motivation and purpose of committee are the most critical factor. This research conducted by questionnaire towards committee member, using those data to run “category data analyze” on SPSS statics software. Research find out that individual economic status is much more severe compare to public interest;those with strong motivation is also more inseparable;at last, the state land committee organization and the members of it exist causality.
