In order to probe the needs of Kinmen County residents, the healthy city project, establishment principles, and execution strategy of healthy city are under reviewed by statistics methods. Based on the establishment principles and relevant discourse illustrated by WHO (World Health Organization), secondary qualitative study and content analysis are used in this study to examine the establishment principles and the theory of healthy city in Kinmen County. Besides, inhabitants’ thoughts among healthy life, ecological environment, and social security are discovered by inviting opinion leaders of Community Development Association to participate reference groups discussion. Questionnaires are employed in this study (Effective response rate is 75%) to gain the demands of inhabitants above those three dimensions. Moreover, participant observation is also applied by the researcher of this study as an inhabitant to have a penetrating insight. From questionnaire feedback of health life dimension, residents not only satisfied with their current life but also with the social welfare policies given by local government toward elders above 65-year-old. On the contrary, quality of medical service and equipments, and the management of food sanitation and safety are the most dissatisfied factors. On the ecological environment aspect, inhabitants suspect tourism policy mostly caused the difficulties to book flights. In addition, dissatisfactions toward garbage disposal, environmental protection, and Build–operate–transfer (BOT) in Kinmen County are controversially accelerating inhabitants’ severe doubt among living conditions. On the other hand, residents regard living safety, social welfare, and convenient public transportation system as the most satisfied factors on social security aspect. However, side-effect of BOT such as environmental disruption, ecological disaster, extravagant housing prices, and limitations of local land development are considered as the most dissatisfaction part in this research. The results of this study also reveal that pursuing healthy is a worldwide trend among countries while conducting various policies. Healthy city had been proved as an effectiveness public policy to improve urban problem and enhance citizen health. This study discovers a gap between the demand of local inhabitants and the strategy of healthy city proposed by Kinmen County Government. In order to build a healthy city, it may take several years and enormous resources to popularize the conception of health. Therefore, short-term goals need to corporate with long-term mission value to realize the vision that inhabitants are capable of managing self health and have the ability to fulfill their health life.
