The development strategies of metropolitan areas have been transferred to “Urban Renewal” from the previous into “Urban expansion” in order to keep the growth and competitiveness of the city. However, ineffective implementation of Urban Renewal strategy was identified one of the possible reasons is that "Urban Renewal Ordinance" clearly violated the Taiwan’s Constitution according to the constitutional interpretation and the adjustment of these provisions are still in progress in the Legislative Yuan. In addition, lack of incentive policies effective and incomplete implementation policies slow down Urban Renewal progress and the efficiency in current situation cannot keep up with the increase of the old buildings and communities. Therefore, it is necessary to investigate the predicament of the Urban Renewal and explore the associated solutions. In the study, first, we investigated the awareness of residents, government and investors on Urban Renewal according to the literature review and classified the identified key performance index (KPI) into several dimensions. Implementation we collected the influence relationship of landlords, government and investors Furthermore through DEMATEL questionnaires and explore the between any two targeted KPIs Influential Network Relationship Map (INRM). Moreover, we analyzed the weights and ranking of each criteria and dimensions for the KPIs and the dimensions DANP (DEMATEL based ANP) approach and learned the perceived key performance individually for the local residents, government and investors at the same time. Finally, we employed VIKOR to measure each performance’s value and identified the improvement strategies of the Urban Renewal Implementation according to the importance of KPIs.
