Class teacher is able to detect each applicant’s real situation through the process. This study hence startss with the ap-plication processe in one of the elementary schools in Taoyuan munici-pality. It aims to to understand the role and function of the policy in the matter of social aids. The result shows that 70% of the reported cases were deter-mined by class teachers, which represents the importance of home-visit procedure. Teacher is able to understand the real situation of underprivi-leged families. This home visit can also links to other social aids policy as a precaution. That is, it is easy to discover the truth through lunch subsisdy, and it is more important to link such policy to the entire social aids policy through informationation.
