This study focused on the case of large-scale project, environment and limited resources, resource allocation rules for the overall project schedule time and effects of excess allocation, and for large shipbuilding design under the limited resources to improve and research. Specially for large project planning stage, how to integrate manpower needs and workflow properly in the design department and efficient use of scarce manpower and avoid uneven distribution or service to enhance the efficiency of shipbuilding design and planning work. This study used eight resource leveling strategies to analyze resource utilization and the shortest duration of the various types of projects. However,three for the Microsoft function and proposed five smooth function in this study. Finally, this study used Microsoft Project software to build the company's planning draft. Through the company's scheduling and staffing issues were discussed, and used eight kinds of resources leveling methods to analyze the performance as the company's human improved planning of reference.
