The flood warning system employed in this study uses a monitoring module that comprises an intelligent controller and EtherCat. These tools are constructed , to obtain real-time information regarding the amount of rainfall and water level (rivers, regional drainage, and low-lying areas) instantly. The real-time information is then transmitted by water information APP to various response centers in residential communities, local governments, and central government agencies to ensure critical real-time information is made available. To combine with detention pond flood warning indicators, timely and accurate flood forecast messages can be issued to relevant personnel when executing follow-up operations in response to real-time flood messages Finally, Dianbao river basin detention pond has been used as a case study to establish the demonstrated “Water resources bureau detention pond water level flood warning manage system” with the forecasting model which uses the level data of up/down stream gauge stations and dominate rainfall data as the model input. The Dianbao river flood-warning system and water information APP was constructed also to display the update hydrological information of Dianbao river basin to whom it may concern and share these resources to the relative authorities and staffs.
