Description
Summary:碩士 === 國立高雄應用科技大學 === 土木工程與防災科技研究所 === 103 === With high population density, plus birth rate effect and rising life expectancy, Taiwan nowadays is a population ageing society. Since living standard development should be corresponding to economy, how to improve health care quality and insurance is a significant indicator for national living standard development. Consequently, more large hospitals established, with higher inpatient capacity, as well as larger out-patient quantity; which makes it extreme difficult no only to evacuate persons inside, but also to access rescuers outside as well, once a fire occurred. Therefore, it’s important for the Fire Authorities to enhance domestic hospitals fire fighting management strategy. In view of related domestic researches mostly put emphasis on evaluation facilities design, evaluation route planning etc., studies focus on southern regional hospitals are few. In this study, the elements that relates to successful hospital fire fighting are firstly induced, via methodology of literature review to hospital fire-rescue procedures, and research for domestic and/or foreign hospital fire cases. Then, the relatively importance of successful fire fighting elements are and selected and scored, via methodologies of Expert Questionnaire Investigation, and the Hierarchical Scoring Method. Finally, the variance analysis is conducted by statistical software - MINITAB, to test the difference degrees of importance of various successful fire fighting elements, so as to carry out filed investigations and ground reconnaissance toward Kaohsiung major hospitals based on the analysis results, in addition to conclude management strategies for hospital fire fighting as references, for Fire and/or Health Authorities, as well as patients, employees, and researchers (designer). The result shows that from the perspective of related experts toward hospital fire-rescue successful elements, the “Hospital Prevention Capability” is much more important than “Whole fire fighting force” and “Fire-scene operation ability”, which indicates that a successful hospital fire fighting should begin at the prevention ability of hospital itself, then to cope with Fire Department to enhance whole fire fighting forces as well as the scene operation ability. Moreover, this study sums up management strategies for hospital fire fighting, in order to promote the whole fire fighting management efficiency.
