Studying the method is to make use of the evolve type (evolutionary development) software procedure model to carry on the development, this operating system is matched with Eclipse platform environment and Java language to develop the dynamic state App system(Application Program) which can give the victim enough information they need. Therefore the victim can, seek the refuge, enhance disaster prevention information to deliver and promote the efficiency of rescuing the activity for the convenience of victim of disaster. Through combine high in the clouds service of Google, provide the victim of disaster with a map to examine, route programme and examine the function of six greatest disaster preventions space information, and combine APP of issues, such as city hall, Ministry of Interior and Ministry of Transportation & Communications and Central Weather Bureau...etc., provide government to announce it defending and rescuing messages, disaster areas allied outside traffic conditions, dynamic state disaster situations information, enhance understanding of the people to the disaster circumstances, defend rescue with the exaltation it efficiency. Besides, the usage high in the clouds hard drive document is synchronous, share function's breaking originally must carry on the complicated step that makes collective report operation by artificial form and list and promote and defend rescue to make collective report the efficiency of work.
