Take the experience of the strategic human resources planning of the Executive Yuan and the selection criteria, in conjunction with the substantial requirement of the naval organizational reform. Utilize the “AHP, Analytic Hierarchy Process”, make officer’s call on the experts, documentary discussion for criteria and solutions, to adopt compromised objective opinions thru “TOPSIS, Technique for Order Preference by Similarity to Ideal Solution”, weighting both subjective and objective to analyze related factors. It is to set up 3 facets of “fundamental characteristics”, “operational management”, and “operational cost”, to coordinate with an analytic hierarchy structure related sub factors, such as “maintain current status”, “State owned business operate by civilians”, “Joint venture of the same business ” as well as “Joint venture of different business ” as back-up plan . Result of this research came out with ”maintaining status quo” with obvious weighting of 0.388; choose another factory and adopt gradually advance of “State owned business operate by civilians” with weighting of 0.307 which is the 2nd place and be able to provide reform advice to naval logistic. When the logistical maintenance policy has not been decided, yet, never neglect the current maintenance and repairmen capacity. We shall consider how to adjust the current outsourcing methods and gradually advance to improve the capacity of current maintenance and repairmen, in order to push for the outsourcing policy of the naval ships. 唐惠欽 2015 學位論文 ; thesis 74 zh-TW
