Most of the enterprises have adopted "rule of thumb" to implement allocation decisions of purchase order (PO) instead of establishing an effective purchasing decision model. Selecting a good OEM vendor is a very important management decision. It’s not only essential for making high-quality products, but also can incur lower production cost through effective management. In this research, we develop a purchase decision model of order allocation by using an illustrative example for a company manufacturing broadcasting and conferencing systems. A mixed integer linear programming model is constructed by taking into consideration of OEM vendor selection criteria. According to production capabilities OEM vendors can provide and take into account the purchasing cost and quality, enterprises can achieve the optimal order allocation. This model can quickly analyze and determine suitable OEM vendors and their associated ordering quotas. It is suggested that the proposed model can assist enterprises to create an optimal decision of order allocation.
