The early harvest plan of ECFA began to implement since 2011, Taiwan''s government should respond to protect vulnerable industries and traditional industries in order to effectively reduce the negative impacts of signing ECFA with Mainland China, in particular the structural unemployment as well as strengthen the positive economic benefits to Taiwan''s affected industries from the past experience of cross-strait economic interaction. By reviewing the cross-strait economic cooperation framework agreement (ECFA), it has taken effect in the third year this year, the ECFA early harvest list on trade in goods and trade in services has completely opened to both sides. On January 1, 2013, the last stage of the ECFA early harvest products has also completed to reduce its tariff which leads to an initial economic benefits. This paper evaluates the impacts of the ECFA early harvest list on Taiwan''s industrial development as well as the changes on trade of Taiwan''s machinery industry. In addition, reviewing the ECFA''s impacts on Taiwan''s related industries from the changes on trade of the cross-strait early harvest list, this study finds that the overall Taiwan’s machinery industry output weaken gradually in recent years as well as the trade performance, since the ECFA took its force. Secondly, the investment in Taiwan from Mainland China has been increasing year by year since the ECFA officially commenced in 2011; however, the data also showed an insignificant changes on the investment of machinery industryi in Mainland China from Taiwan. This studie also finds that the poll of R&D engineers slightly went up in this industry, especially in the hi-tech equipment and industrial robotics industry. In term of employment, relatively more professions flow to eletronics, and other hi-tech industries than eletrics and machinery industires due to it is difficult to increase the enrollment in the department of electrics and machinery, thus it leads a slow-pace growth in machinery industry.
