In recent years, Transparency International Chinese Taipei (TICT) to assist the Agency Against Corruption (AAC), Ministry of Justice planning to promote Taiwan evaluation process aimed at developing commonality, standardization of measurement reference, construct suitable for the analysis, assessment and monitoring executive energy evaluation tool. The organization respectively " investment and effort", "transparency and expose", "responsibility and internal control ", "integrity assessment", the four indicators for the "honest appraisal", etc., for the Agency Against Corruption (AAC), Ministry of Justice ty to coordinate specific evaluation and the new North City Hall authority can evaluation, scheduled since 2015 as part of central government agencies and local governments clean transparency evaluation basis.
Matsu, Lianjiang County, due to regional factors is not the Agency Against Corruption (AAC), Ministry of Justice recently plan to promote the process of evaluation, but on the one hand the evaluation mechanism will be applied to the cumulative experience of Lianjiang County, on the other hand also hope with this evaluation index system refers to the direction of future efforts to identify corruption work, so after considering limitations of the study on the human and material resources, the paper focuses on transparency evaluation indicators and "administrative transparency" relevant for the understanding of the prefecture Land Administration, Construction Management and Revenue Service transparency degree.
This study interviewees include: internal people (the top decision-makers, the ethnics personnel, county IT staff and the government institution undertakes the personnel); external people (appeal committee, local opinion leaders, review by the applicant ); practical and academia (another ethnics personnel, skilled researchers in this field, the Transparency International Chinese Taipei staff), in order to understand the possibilities and perceptions county administrative public transparency; on the other hand seized evidence both administrative transparency literature, research information and scrutiny by parties say with mutual authentication, making analysis more diverse views.
Referring to Taiwan hoping transparent tissue construct the index, for administrative transparency measures Matsu, Lianjiang County, by viewing the business inspection, of Lianjiang County Government to promote more positive integrity and transparency policies towards better governance, and thus enhance the quality of public services.
