This process requires Vietnam to fit its policies with international laws. Of which, the harmonization of customs procedures with the world standards is of most importance. Since 2005, GDVC has designed and implemented an ambitious project of customs modernization and reorganization. This project aims at upgrading Vietnam’s customs ability to match with new requirements in the integration era. One of the main and most important tasks placed in the project is to reform the GDVC HRM. However, since then the HRM situation in GDVC has not been improved much. The purpose of this study is to find out solutions to improve HRM in GDVC by applying the new and innovative competency based HRM. To fulfil the purpose, this study conducted an investigation in order to explore challenges of applying the new HRM model. The investigation was conducted through various forms of interview. About 20 members in GDVC were interviewed about their daily works as well as expected competencies to complete the works. The research findings are that to successfully apply the competency based HRM model, the GDVC’s HRM needs to be thoroughly reformed with regard to HR work process and organization, workforce planning, new role of the HR professional and HR unit standards, strategic management, performance management and training.
This study is organized into 5 chapters. The first chapter will be the introduction of the research. In the following chapter, the study is going to review related literatures. In the third and fourth chapters, research methodology and results will be mentioned consecutively. Finally, the last chapter will suggest 6 recommendations of application of competency based HRM in GDVC in terms of HR work process and organization, workforce planning, new role of the HR professional and HR unit standards, strategic management, performance management and training.
