Summary:碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 103 === Due to the varieties and complexities of domestic violence cases, it is urgent to establish a preventive systems networking in between social, police force, educational, health, judicial and labor units, hoping that through these units’ specialization and co-operation, prevention of domestic violence and protection of victims’ rights can be prevailed. Domestic Violence Act had been legislated for 17 years, during this period of time, units and members of such network has continued to grow, the interaction and tacit through cooperation keeps improving, and thus upgrading the agreement of network services and revolutionary sentiment, for the same purpose of preventing domestic violence and protecting such victims. The main fundamental theory of this study is network management, using the research method of interviewing network members from different perspectives of network resources, partner qualities, establishment and operation of partner relationships, and outer environment. Through analyzing such interview results, network system operation of prevention of domestic violence in Taichung city and the possibilities to cooperate and connect with other network resources can be understood, enabling us to further discuss the dilemmas faced by each network, in order to seek improvements and courses of future development. To sum up this study, five conclusions can be drawn: (1) proper execution of imprisonment and counseling delinquent education on domestic violence perpetrators to enhance the deterrence, serving the purpose of regularizing behaviors of perpetrators, as well as perfecting the system to keep tracks counseling perpetrators. (2) uplifting the authorities and protective efficiency of network members: including authorizing social workers to execute public powers. (3) relevant various domestic violence cases should be opened simultaneously for the purpose of controlling and following up such cases. (4) strengthening social workers personnel to improve the efficacies of preventing domestic violence. (5) using community powers to continue educating the concepts of preventing domestic violence.
