碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 103 === Abstract In recent years, mixed marriage prevails in Taiwan and thus marriage immigrants continue to increase promptly. As a result, the related issues have become the focal point concerned by academic circles, government and society. In order to take proper care of those foreign spouses, our government continues to increase in funding and manpower making a great number of immigration policies and counseling measures. This study discusses the influence to the foreign spouses via offering counseling management provided by official authorities as well as nonprofit organization; the purpose of this research is to investigate how foreign spouses perceive the counseling measures offered by official authorities and nonprofit organization in terms of adaptation to the life and support from society. Until now, there are over 50,000 new inhabitants in Taichung city. In order to help foreign spouses adapting to their lives, the Taichung City Government combined the public and non-governmental organizations to promote the Foreign Spousal Policy of Life Adaptation .Yet, there are many counseling measures of life adaptation for foreign spouses since the first time they arrived until household registration. By means of life adaptations assistance and guidance, foreign spouses can easily adapt to lives in Taiwan. This study is mainly to do with Qualitative method. By the records and the analysis of current situations, meanwhile, the research field and words definition would be completed. To explain the problem of the characteristic, main officials and case staff as well as Non-Governmental Organization staff would be interviewed and thus became the focal point of this research. By means of cooperating with NPO and NGO, meanwhile, city officials should set up a good and positive Foreign Spousal Policy of Life Adaptation to make Foreign Spouses loving in here. The research findings are summarized as below: 1. There is assume full responsibility for main connection of Life Adaptation System of the Foreign Spousal by the Taichung City Government. 2. The effect of the Life Adaptation System of the Foreign Spousal in Taichung City can by the Immigration Service Affairs of the Mobile Car. 3. In order to effects of the initiative set into action for the Foreign Spousal Policy of Life Adaptation Assistance, Guidance with in non-governmental and of the Second Taichung City Service Center Central Administration Corps National Immigration of the Interior each other . 4. By means of Immigration funds project planning by our government, non-governmental organization would be able to persist helping foreign spouses to fit in the society in Taiwan. Finally, according to the conclusion and suggestion of this study, recommendations are provided for foreign spouses, their families, governments and non-governmental coaching institutions, and for future researchers’ reference.
