Thirteen schools were randomly chosen, and 815questionnaires were passed out to students. 724questionnaires were taken back, and there were 680valid questionnaires, which was 83.43% of valid questionnaires. In order to find out the relationships and differences, after the valid data were gathered, SPSS statistical software were used to analyze descriptive statistics, t-test, one-way ANOVA, Pearson product-moment correlation coefficient, stepwise regression procedure. According to the research outcomes, we have the following conclusions: 1. Electronic engineering vocational high school students who participated in class B digital electronics certified technician test have higher learning motivation because they were expected to be successful. 2. Electronic engineering vocational high school students who participated in class B digital electronics certified technician test havehigher learning effectiveness because they are possessed with practical skills. 3. Electronic engineering vocational high school students who participated in class B digital electronics certified technician test have different learning motivation and effectiveness if they have different background. 4.
