However, Taiwan has recently gone through a series of education reform to respond to the public expectations. Grade 1-9 Curriculum focuses on students’ ability to apply the knowledge acquired from school to the real life situations. Similarly, the implementation of the 12-year-Compulsory Education is aimed to reduce learners’ pressures from exams, encourage self-learning and develop the crucial ability of problem solving. The paper was to observe the effectiveness of integrating cooperative learning into the Citizenship Practical Exercise. The subjects in this study were seven graders of Class Ten in Taichung Municipal Han Kou Junior High School. The researcher adopted qualitative research. The methodology of this paper was action research, combined with data analysis, instructional design, document analysis method, content analysis method, and participant observation. The subjects’ learning attitude, learning performance, and the interaction with their peers was closely monitored through instructions in the civic class. During the research, the feedback and the journals of the subjects, and the questionnaires about their attitude toward learning, together with the teaching log were collected as the qualitative source for this study. The results of the study can be concluded as follows. 1. Integrating cooperative learning into the Citizenship Practical Exercise had positive effect on promoting the learning attitude of the subjects. They became more likely to devote themselves to the class. 2. Integrating cooperative learning into the Citizenship Practical Exercise had positive effect on improving the learning performance of the subjects. They became more active when participating in the class activities. 3. Integrating cooperative learning into the Citizenship Practical Exercise had positive effect on enhancing the interaction with their peers. They were more willing to listen to others’ opinions and help each other while learning.
