The local governments and private groups responded positively to expand the reading promotion activities and developed related courses. The researcher indicated that infants’ reading experience mainly comes from the interacting experiences with adults, especially for the younger babies under 12-month-olds. Therefore, the study will explore the language interactive process between 0-12 months babies and their mothers through observations. The infant-mother interacting process is analyzed to indicate the infants’ language development and the mothers’ strategies to encourage infants’ language development. Initial language development starts from single vowel sound to complex combination of sounds, following the meaningful vocabularies. In addition, infant-mother language interactions, body movements, the learning materials such as toys, books, music etc. provided in the family environment all related to infants’ language development. The results provided suggestions for the educators and they may assist mothers or care takers to design suitable language activities according to the interaction strategies.
