The findings can serve as reference for government authorities to develop systems for PE class in the future. This study adopted research methods of document analysis, in-depth interview and focus group. The subjects were the school principals, administrative staff, counselors, coaches, and parents, that involve in the PE class of Sunshine Elementary School. The research results are as follows: 1. The implementation status of PE class in Sunshine Elementary School: 1) taking the school’s traditional and sustainable development specific sports as the enrollment programs for PE class; 2) running well in administrative organization; 3) arranging one full-time coach, one part-time coach and the enthusiastic and excellent teachers in the school; 4) besides normal expenditure from education authorities, also actively striving outwards for the social resource; 5) the students sources are mainly focused on students within school district; it is difficult to enroll trans-regional students and students of other villages and towns; 6) training time should meet the specification, instruction should be normalized; 7) as for students’ lessons guidance, remedial instruction is conducted by making use of spare time and holidays, and the class is organized to begin talent course. 2. The facing difficulties in development and operation: 1) difficulty in students’ enrollment; 2) lacking in expenditure; 3) insufficient coach personnel; 4) poor performance in lessons guidance; 5) poor connection in specific sports. 3. Development strategies: 1) establishing school’s sports development features, integrating development programs into school’s feature courses and planning leisure camp of holidays and summer and winter vocation; 2) teaching diagnosis is used to improve academic performance and to develop diverse learning, so as to rebuild image of PE class and establish holistic education development; 3) by striving for expenditure of educational authorities, recruiting local resources, planning to set up parents’ support group and seeking for enterprises’ sponsor to increase the funding sources. 4. Research suggestions: 1) developing sports programs by integrating school’s feature courses; 2) planning leisure camp of holidays and summer and winter vocation; 3) carrying out the mechanism of lessons guidance; 4) fostering counties and cities to set up 4-level cohesive mechanism; 5) encouraging the local enterprises and school’s parents’ meeting to invest in school PE development; 6) employing part-time coaches for work division and carrying out grouping teaching and training.
