碩士 === 國防大學 === 法律學系 === 103 === In recent years, our labor insurance fund, civil servants and teachers insurance fund and military insurance fund financials are more and more difficulties, and military retirement pension fund more will go bankrupt by 2018, so pension reform must be done. The principle of the reform is "annuitization", our country has entered the aging society, national pension system and labor insurance pension system has implemented old-age pension, the elder’s social security system has been gradually establish, but our military insurance system has not been included, the guarantee of the rights of military personnel is not enough. And the military retirement pension reform, in order to complete the reform quickly, may ignore the rights and interests of soldiers. It’s necessary to proper construct the social safety nets by the characteristics of elder’s economic security, social insurance and pension systems. The occupational specialty and obligation of military is very different from other civil servants and teachers, the members must keep young and strong, many middle-aged professional soldiers have transfer problems, the government should assess the military insurance fund system and financial situation to reform the pension, also solve the problem of combining the years of military insurance to others. The paper mainly discusses the elder’s economic security of military. Studying the theory about the elder‘s economic security, military professionalism, the problems of retirement pension system and the military insurance system, to be the suggestions on amending the law.
