Summary:碩士 === 國防大學 === 戰略研究所 === 103 === The international status of China has been elevated along with the progress of reform and opening; this has made more and more countries in the world try to understand the roles of “world factory” and “world market” played by China. As a consequence, the tendency of "Chinese Fever" starts to prevail. Assisted by this tendency and led by the Chinese government, started in 2004 China has been establishing Confucius Institutes around the world. By the end of 2013, there are a total of 440 Confucius Institutes and 646 Confucius Classrooms setting up in 120 countries (regions) as a bridge to link between China and the world. These institutes are aimed to enhance cultural and educational cooperation and exchange and to develop friendly relationship. This study examines China’s “Confucius Institute” policy through the perspective of cultural diplomacy. According to research results, China is currently undergoing an emerging phase with stable and confident strides. Depending on objective conditions of large consumer markets, China possesses the advantages to establish its language niche. At the same time, China incorporates local culture under the preconditions of "meeting national (regional) characteristics and needs" to flexibly set up Confucius Institutes. This move can not only better meet the needs of local people, but reduces cross-cultural impacts. By doing so, China is now swinging carrots instead of sticks as its political tool.
