And the adaptive strategies of the local NPOs are seldom been discussed. Based on this, the study will discuss the influencing factors and results about a small NPO’s tactics choices which responses to the internal and external environmental changes. Also, we look forward to that the result of this thesis can be a reference to those small NPOs’ strategic planning.   This study adopts multivariate methods, such as archives, interviews and open questionnaires etc., to collect the research materials. Meanwhile, it also takes the framework analysis to analytic S-organization’s decision-making factors of response methods, results, and influences in the face of the environmental changes between the government and the organization.   The major results of this study:(1)Vision and mission is the guiding principle for NGOs operation and development.(2)Inner condition of organization and the outer resources will influence the choice of adaptive strategies and the result of operation.   Finally, according to the result of this study, we also make a number of strategic choices which response to the changes of environment, and some probable limits and challenges in choosing strategies.
