As the first step, NTIA asked the Internet Corporation for Assigned Names and Numbers (ICANN) to convene global stakeholders to develop a proposal to transition the current role played by NTIA in the coordination of the Internet’s domain name system (DNS). Shortly, ICANN launched a multistakeholder process and discussion to gather community views and input on the principles and mechanisms for the transitioning of NTIA''s stewardship of the IANA functions. On 6 June, 2014, ICANN posted the process to develop the proposal and next steps. The IANA Stewardship Transition Coordination Group (ICG) was formed comprised of individuals selected by each represented community. These 30 individuals represented 13 communities of both direct and indirect stakeholders who together would deliver a proposal to the NTIA recommending a transition plan of NTIA''s stewardship of IANA functions to the Internet community, consistent with the key principles outlined in the NTIA’s announcement of 14 March, 2014. NTIA announced its intent to transition key Internet domain name functions to the global multistakeholder community, which is a new page in the Internet liberalization. To transition key Internet domain name functions to the global multistakeholder community, the core spirit is Internet liberalization, which is sweeping the world. In order to liberate the Internet control and promote Internet liberalization, various countries launched a series of Internet policy reforms. Taiwan is a part of the global community. In the spirit of Internet liberalization, how to reform Internet governance policies of Taiwan? This study is focused on key Internet domain name functions, and reflection on Internet governance policies of Taiwan in view of Internet liberalization.
