5th Urban Land Readjustment Area of Tainan City was accomplished over forty years since 1979. Before the readjustment, most of the land was used in fish farm and sparsely populated. Through undergoing the land use planning conducted in 1970 and City Government moving in 1997, landscape changes were promoted. The landscape change into wide roads, checkerboard street system, blocks in order, and lots of tall buildings and townhouses. To understand the correlation between the landscape changes and the readjustment policies in the 5th land readjustment, we examine the development of the 5th land readjustment and the previous urban planning and then analyze the mechanism which affect the landscape changes. Research methods used in this study is historical method. By means of spatial distribution of maps, we can find out what mechanism has showed up to affect the result.
The trends of land readjustment by government in Tainan City show that the purpose of land readjustment in earlier times was to solve the land misallocation. With economic development and the growth of the concept of urban creation, urban land readjustments have imported the concept of the quality of life; thus, residential area with low density are planned and public facilities are valued much. In recent land readjustments, it further combines with the local feature which explains the reason why the 5th can prosper. By observing the landscape changes in the 5th, we can therefore understand the urban planning directly affects the development of the 5th land readjustment.
In conclusion, after the 5th land readjustment finishes, it still requires the city government to move in to form a good circulation. It also brings Tainan City Government a new opportunity to overall review the urban planning or modify the details and be complement to the 5th. In this research, the high growth of population in the 5th also indicates the changes. The time before and after the 5th land readjustment finished slowed down the exodus in Anping District and the imported population while the moving in of the city government was the main reason of increasing pupolation in the 5th. Look to the future, linking the periphery of the 5th to “Tainan canal Star Diamond Project”, the landscape must change in a wide range and it will surly move toward a much better situation.
