The Successful Factors of a New Community Association to Break through Plights toward an Honor Community — A Case Study of Jhu-Zai-Shan Community Development Association in Nantou County

碩士 === 南開科技大學 === 電子工程研究所 === 103 === According to the Ministry of Health and Welfare (MHW) statistics shows that Taiwan has set up 6,742 community development associations during first half of 2014. In the end of 2014, 520 communities have been evaluated as excellent, superior and good, accounting for 7.7% of total. The evaluation of community divides into three levels: national, rural and county. According to the statistic data of evaluated communities, one-third communities of Taiwan have never participated in the community evaluation. Because most communities have suffered from plights, they do not have intention to join in the evaluation. The participant of this study is Jhu-zai-shan Community, which suffered from the enormous earthquake on 21st September in 2002. Because the community did not establish its own organization to promote the reconstruction, they lost golden ten-year opportunities for community reconstruction. The community development association was established in 2012. Due to the efforts of whole community, within three and half years, they obtained a great achievement which aroused awareness of MHW and evaluated as a superior community. The purpose of this study is to discuss the crucial and successful factors for a new community development association, which broke though the plight towards the honor community. We hope the results of the study can provide an offer and reference for those community organizations which face similar plights. This study adopted case study method. Based on the research purposes, we developed interview outlines for a depth interview. After interviews, we collected and analyzed data. In this study, we found that Jhu-zai-shan community association suffered from a lot of challenges, such as residents’ questions, low participation, no community center, leaving alone residents to rebuild community, short of local featured industry and government investment. The crucial successful factors are: (1) the leader’s ambition and leadership; (2) cadre members can inspire the residents’ enthusiasm to participate in community affairs; (3) the community correctly selected strengths and actively involved in community development; (4) coordinating government policy to provide an enlightening and innovative projects; (5) well using internal resources to make up for lack of facilities; and (7) successfully obtaining the support from external resources. This study suggests that those suffered from plights communities can execute investigations on people, culture, land, production and landscape resources at first. Then, figuring out strengths and actively developing community; stressing on innovation of community welfare; discussing with residents to build up the community vision with effective strategies. Finally, cadre members should propose projects for subsidies to support the community development. Follow up the procedure, the community will become a welfare community.
