The study uses the method of questionnaire investigation to survey the elementary school teachers in Kaohsiung. First, to adopt the Stratified cluster sampling and take the self-made questionnaire “the belief of the human rights education and classroom management effectiveness for the elementary school teachers in Kaohsiung ” as research methods.588 samples are delivered and 572 samples are retrieved. Based on 576 the retrieve samples to execute the descriptive statistics, independent sample t-test, one-way ANOVA, Scheffe post hoc analysis method, Pearson product- moment correlation and stepwise multiple regression analysis. According to these statistics, the main conclusions are the following: 1.The elementary school teachers have higher belief of human rights generally in Kaohsiung, and the “ fair and justice ” is the highest degree variable, “prejudice and discrimination” is the lowest degree variable. 2.“ Join the seminar of the belief of human rights education” is the highest degree variable and the” human rights cases share ” is the lowest degree variable among the variables of the way of enhancing the belief human rights education. 3.The elementary school teachers have good classroom management effectiveness generally in Kaohsiung and the “general rules management ” is the highest degree variable, “ learning environment ” is the lowest degree variable. 4.The elementary school teachers think “self-responsibility ” is the highest degree variable and the second degree variables are “ students have encourage to express their opinions” and “ the attitude of open and freedom ”. 5.The older elementary school teachers and the teachers have part time execute post have higher belief of human rights education on "respect for democracy" and "freedom and equality" than younger elementary school teachers and subject teachers. 6.The female teachers have part time execute post have higher classroom effectiveness on "earning environment" than the male teachers have no part time execute post. 7.The teachers have part time execute post and small scale schools have higher classroom effectiveness on "the relationship between parent and teacher" than the teachers have no part time execute post and middle, large scale schools. 8.When the elementary school teachers have higher belief of human rights education will enhance more classroom management effectiveness; when the elementary school teachers have higher belief of human rights education, there will be higher classroom management effectiveness in Kaohsiung . 9.The elementary school teachers on the aspect of belief of human rights education can explain classroom management effectiveness in Kaohsiung . And the “ fair and justice ” is the higher degree variable. Finally, according to the research results and findings, the study proposes specific suggestions as the reference of schools, elementary school teachers, Education authorities and future researchers.
