Stein, known as the father of European administration science, was based on this fact that personality would include spiritual and material both elements and be started from contacting with the natural. And then, Stine developed his administration science and the theoretical system of National Science from his personality philosophy. In other words, Stein’s theoretical system was built on the way of human beings life. This dissertation had studied three cases which were apparently influenced by Stine’s theory in the 19th century—Germany, Japan and the United States of America, and analyzed the background factors, the process and the result of each case and then tried to find out some key factors which could be applied to our country for influencing on our public administration nowadays. Additionally, when we track back to the development of our Constitutional government, we would find that the viewpoint of our grand justice has gradually turned toward to protect the human rights. The number of cases related to human dignity, personality, personality development, the freedom of personality and the free development of personality has been increased sharply. This trend is matching with the viewpoint of Stein, both have the same purpose to enhance the freedom of the individual personality development. And in the past, each local government normally authorized the dominant right on the culture practice to its education bureau, but nowadays the local government gradually changed to build up the Cultural Affairs Bureau to popularize the culture affairs for the sake of strengthening the Cultural service function and improving the quality and quantity of the spiritual life of the people. And the results of this trend are that the local culture content and spiritual life are largely enriched, and then advances the individual personality development in each local and consequently motivates the economic prosperity of the whole country. As a conclusion from this study on these three cases, besides the decision and full support of the President to reform and the skillful control and operation of the key leader in the country, five issues which could be learnt by the government to improve his public administration were found as the following: 1. To adopt the personality theory as the basis of public administration philosophy; 2. To reconcile the administration science with the administration law; 3. To pay equal attention to individual and integral; 4. To govern the country by social law; 5. To compare, convert and apply the knowledge from different countries. In the meantime of that the grand justices are paying much attention to the human rights and that the governments at all levels are stressing the importance on people spiritual life, now it is a good time to learn and localize the experience of application of Stein’s theory from Germany, Japan and the United States of America and enhance the spiritual life and material life of our people. And when all of these are well done, a prosperous future with booming public administration could be highly expected.
