Making use of public resources becomes rational, effective and sustainable. The fee-charging legal system for usage of road, based on the concept of &;quot;user pays&;quot;, effectively builds a &;quot;justice&;quot; social environment. In history, people relation with road is inseparable. With change of social environment, economic conditions and political situation, road use also develops diverse pattern, such as burring underground pipelines, building house, being place for parking, feast, marathon, sports event and funeral, idolatrous procession, filming, meetings, etc. Roads are public goods of modern society. To protect its use fair and justice, the government should make the law and build rules in order to curb free-rider effect and make the public resources arrangement rational and efficient. In Kaohsiung, about the use and management of road, there is specific charging proposal except underground piping and parking. According to research, there is room for improvement in Kaohsiung about management of fee-charging for use of road. In this article, we take five principles concepts of administrative law as main research methods, including administrative organization, administrative authority, administrative relief and administrative supervision. Meanwhile, we use literature review and history inductive methods to analyze practice of the fee-charging legal system of road in social situation. Furthermore, we make recommend about the management of fee-charging for use of road at Kaohsiung City.
