If government not handled properly, it might outbreak large-scale struggle and conflict, and cause public works difficult to implement. Hence, government needs to use a variety of policy tools or advocacy approach to raising public acceptance and reducing the resistance. In this study, we investigate the impact of external factors and attribute framing on the acceptance of NIMBY facilities, incinerators were taken as the experimental subject, and experimental scenario design was used. It was examined by two-factor “3 (external factors, Convenience and adaptability factor / Social economy factor / Health and safety factor) x2 (attribute framing, positive / negative)” design. Totally 183 valid samples were collected. The results show that, attribute framing was significantly affecting acceptance, no matter collocate any external factors, positive messages are much effective than negative messages. In the case of positive framing, emphasis on social economy message will get the best results. From these results, we provide policy implication that using positive messages is a better way, and policy managers might build up positive economic incentives to reduce the resistance from residents nearby NIMBY facilities, to convert NIMBY into YIMBY.
