This study adopted questionnaires and depth interviews. The data collected from the questionnaires were further analyzes with the software “Spss 18.0” to create statistics analysis, reliability analysis, one-sample t-test, one-way anova, Pearson correlation analysis and regression analysis. 1.Part of the archivists in Penghu County with different basic backgrounds possessed significant differences upon the cognition toward job characteristics, job satisfaction and job performance. 2.There was a positive correlation between job characteristics, job satisfaction and job performance. 3.The change of job characteristics and job satisfaction had positive effect and outstanding prediction on job performance.  Based on our findings, we make the following recommendations for the consideration of records management staff in Penghu County; directors of schools and organisations in Penghu County; and the National Archives Administration, National Development Council. Our aim is to effectively motivate records management staff to improve performance levels. 1.Recommendations for records management staff in Penghu County: Improve communication abilities, enhance professional knowledge and skills, and emphasize team-working and lifelong learning. 2.Recommendations for directors of schools and organisations in Penghu County: Strive for access to manpower and funding, encourage diversity, delegate where appropriate, mentor and retain talent, and support business initiatives. 3.Recommendations for the National Archives Administration, National Development Council: Expand learning pathways, modify awards systems, and clearly establish in order of priority in which hard copy records should be scanned.
