Furthermore, the thought of transport development would be different depends on different urban characteristic. Therefore, we decided to create a decision model of strategic planning for green transportation through scientific methods. In this study, we took three processes to evaluate the prior development strategy for green transportation, which is appropriate for Taipei city.First, It was classified in following three scenarios as a frame for initial strategic according to UNEP (United Nations Environment Program): 1.) To reduce the need for transport, 2.) To shift the transport mode, 3.) To improve the technology.Second, 12 specific development strategy for green transportation were formalized base on the concept of QFD (Quality Function Deployment).In the final process,the application of weight of criteria, which was calculated by AHP(Analytic Hierarchy Process), and the DST(Dempster-Shafer Theory) on information integration were used to evaluate the results. According to the combined values of AHP (Analytic Hierarchy Process) results integrated with DST (Dempster-Shafer Theory) after conducting utility transfer indicated that the development strategy for green transportation with higher utility included 1.) Promotion of the public transportation and improvement of transit system, 2.) Living in mixed-use community, 3.) The well-establishment of sidewalk, cycle path and low emission zone, 4.) Parking Management, 5.) Designation of pedestrian mall. The evaluation of this research shows the development strategies for green transportation, which aremore appropriate for Taipei city. The results of the research arealso wished to apply to government as useful reference for future policy-making.
