To evaluate level of service and to advance convenience and quality of service for public transit, thus, is an essential top. The purpose of this study is to establish indicators of level of service for public transit, to construct the evaluating model of developing level of service for public transit in metro area as well as to examine the overall level of service for public transit in New Taipei City. This study adopted New Taipei City as an example, exploring three transport modes –bus, metro and train on three phases –people, vehicle and network of level service for public transit. Referring to literature review and related traffic evaluation report of New Taipei City, 5 principles are used to select core indicators for generating 12 evaluating indicators of level service for public transit, while evaluating data regarding public transit examined by government is used as indicators measurement. In order to obtain level of service for public transit on three phased – people, vehicle and network, research methods including questionnaire, expert interview and AHP are used to calculate indicator weight, of which level of service for public transit in districts of New Taipei City is demonstrated by GIS. Through a comprehensive analysis, the result shows a negative performance regarding network of connectivity and coverage for the population density of less than 900 people per square kilometer of area in New Taipei City due to less routes and stops. In comparison with remote area, the directness performs an optimistic result due to less total transit times. Further, the evaluation of level of service for public transit can be complete from aspect of operators, passengers and staff. The evaluating indicators of level of service for public transit and analysis of GIS can assist to projects applied by operators and government with operating route, stations, trips, vehicles and personnel, further understanding current shortcomings of public transit, resource allocation of transportation or increasing utilization of public transit to decrease pollutions from transport departments. Finally, we expect that 12 evaluation indicators can not only assist to route authorities to rapidly examine route usage, but also promote efficiency and quality of decision–making in their own districts regarding level of service for public transit for people’s expectation of supply of transport service.
