碩士 === 國立臺灣海洋大學 === 海洋法律研究所 === 103 === According to the development of administrative corporation in Taiwan is thriving and has been established four more new administrative corporation in 2014, the importance and influence is obviously getting stronger and wider but somehow the system structure hasn’t been improved enough at the same pace, in another words, these four new administrative corporation are building under the same structure with flaws not been fixed. Therefore, there is necessarily consideration to figure out the problem we had and also out comings in future circumstance we are facing. Through this comparative research hopefully we can dig out the flaws and perhaps bring out the solution by comparing different foreign similar administrative corporation examples from Germany, England, and Japan, plus comparing with domestic similar governmental organization at the same time, so we can realize what those common factors and specialties are between those different countries and organizations. Thus, we can build a structure of our own with common factors and also generate specialties to fit in our country. Governments are under the process of reinventing worldwide by knowing administrative corporation is on the basis of public management, we not only realized the efficiency and public interest should be balanced, and also capable of seeking into main core of original source for solutions and bringing density choice. In result, we can find answers from comparative research of different countries and organizations, also straight up to the core.
