The development of national fleets has a close relationship with maritime transportation industries and economic trade. However, in recent years, the flagging out of national fleets has become a serious issue, resulting in the decline in the number of national fleet tonnage, has affected the development of maritime transportation and economic growth. Apart from cost considerations by the ship owner that affect ship registrations, government policies play a major factor. Taiwan is surrounded by sea, therefore the issue of national fleet registrations plays a key role in its maritime transport. The flagging-out of national fleets has become a first major test the national fleet team will face. The government should base on shipping market development and the demands of entrepreneurs, draw up new policies and methods, thereby attracting entrepreneurs to flag back, further increasing national fleet competitiveness. This study indicates that, it is compulsory that our country’s current ship registration rule get revised. The decrease in tax restrictions and government restrain, as well as increasing the inclination of entrepreneurs to flag back, are key factors in the future development of national shipping policies. There are 6 factors that influence ship registrations, 1. Shipping Tax system; 2. Government Regulation avoidance; 3. Lack of incentives; 4. Shipman costs; 5. Ship control factor; 6. Dual class. After combined results put together in this study, there are three major goals the government can aim to achieve in order to raise the competitive advantage of national fleets, as follows: 1.Establish a national fleet shipping company, privatize state run enterprises, allowing the top 3 domestic ship entrepreneurs to mutually join the business operation, allowing state run enterprises to be enterprise-oriented and commercially run, creating benefits and business opportunity. 2.Establish a control unit for specified responsibility, specific for the national fleet team, as well as simplifying the task of flagging-in administration, reduce the tax and providing superior policies etc, which differs to the management of shipping companies in general, in order to effectively increase the rate of national fleet flagging-in and its competitiveness. 3. Back in August 4, 2011, our country has already brought shipping tonnage tax into force. The government should continuously keep track of the acceptability and enforcement effects of tonnage tax, which may effectively reduce the operation cost of shipping companies, thereby being an incentive for attracting entrepreneurs to flag-back.
