Moreover, the cruise home port can bring the country more economic benefit than port of call. In the emerging markets of Asia cruising industry, it's the most important thing to plan cruise home port development strategies for government and port company that attracting cruising company come. Cruise serve to person that we can advance customs clearance convenient and concourse comfortable by legislation and area planning. The purpose of this study is to plan development strategies that conforming to international cruise company demand by discuss Keelung cruise home port characteristic in technicality. Past references only discuss the demand of home port for cruising company or home port development strategies. this study generalize seven criteria about the demand of home port for cruise company and nine technical criteria for planning cruise home port by collect references and visiting expert. Than applying QFD and ANP method to design questionnaire. The result, “customer market” , “convenient transport facilities” and “port service” are three most important criteria for cruise company. “port management strategies”, “government policy” and “local government's planning” are three most important criteria in technical direction. Eventually, by using this conclusion to construct cruise home port development strategy in Keelung. Hope this study can be the standard when government and port manager planning Keelung cruise hone port. Thus Keelung home port can let resource allocation efficiently and achieve cruising company's demand. Finally attracting more and more cruise company come Keelung.
